PANORAMA360 is an indoor observation deck offering 360° views. This allows you to take perfect photos and selfies over Moscow, whether it's raining, snowing, or sunny. Starting August 1, 2025, ticket prices at the PANORAMA360 observation deck on the website will differ from those at the box office.

This is due to the launch of an online promotion that makes purchasing on the website more profitable for guests.

Price for online purchase:

  • Adult ticket (from 15 years) 2,600 rubles.

  • Children's ticket (6 to 14 years old) 1,700 rubles.

  • Student ID card 2,100 rubles.

  • Family ticket (2 adults + 1 child) 6,200 RUB.

  • Family ticket 2 adults + 2 children 7,750 rubles.

Only love is higher

The observation deck, romantically named "Only Love Above," is located on the roof of the southern tower of the Oko multifunctional complex at a height of 354 meters at 1st Krasnogvardeysky Proezd, 21/2. It is the highest observation deck not only in the City but in all of Europe, and it is also open to the public.

Given Moscow-City's location practically in the very center of the capital, the OKO tower's observation deck offers excellent views of all of Moscow, not to mention the other skyscrapers located nearby. At the same time, the creators ensured that "Only Love Above" was completely safe for tourists while remaining as open as possible. Therefore, there are no glass panes to obscure the view, but a sturdy fence has been installed. This is why certain restrictions apply to visiting "Only Love Above."

So:

  • Children under 5 years of age are not allowed to visit the observation deck;

  • children aged 5–16 are admitted only if accompanied by adults (parents, teachers, other legal representatives);

  • Visiting the site with large luggage, or in beach or untidy clothing is not permitted;

  • It is strictly forbidden to bring weapons, pyrotechnics, go beyond the fences, smoke or drink alcohol.

The "Only Love Above" observation deck is a wonderful experience for both tourists and Muscovites. It's one of the best photo opportunities and offers the chance to touch the clouds. To help visitors explore any Moscow location and admire their favorite spots from a different perspective, free binoculars and a 600x telescope are available.   • for adults the ticket price is 1,500 rubles (includes a one and a half hour excursion);

  • for children aged 5-14 the ticket price is 750 rubles (includes a one and a half hour excursion);

  • combo offer (visit to “Only Love is Higher” and the City Museum) – 2,000 rubles including a 2-hour 30-minute excursion;

  • A day/night ticket costs 2,000 rubles and includes two visits (morning and evening).

When planning your visit to "Only Love Above," be sure to book a ticket by phone or online, then pick it up at the box office and keep it until the end of the tour. Even if circumstances prevent you from visiting the observation deck on your chosen day, you won't lose your money. Your ticket is valid for six months, so you can choose a different day and time if you wish. Furthermore, if the weather suddenly turns bad, you can either receive a full refund or reschedule your visit to the observation deck for another day.

Moscow City Museum

For those who want to experience something meaningful alongside the beautiful views, the Moscow-City Museum is the best choice. It is Russia's first and only museum of skyscrapers and high-rise construction.

It is located on the 56th floor of the Empire Tower , located at 6 Presnenskaya Embankment, Building 2. At the Moscow City Museum, at a height of 215 meters, visitors will learn how high-rise construction began in the capital and see it from the highest point of the city in 1867. A key part of the exhibition is dedicated to the history of the creation of the "city of skyscrapers": who developed the Moscow City concept, how quickly the industrial district became the center of business life in the city and the country as a whole, and how Moscow City became the leading tourist destination in the country.

The museum's highlight will be a virtual flight over the city—a VR flight. These virtual reality goggles will provide an extraordinary sensation of flight.

The first part of the flight takes you in the elevator, ascending to the Museum on the 56th floor. As you ascend to the Museum at a height of 215 meters, you'll soar above the skyscrapers of Moscow City. Once inside, you'll fly over Gorky Park, Luzhniki Stadium, and the Zhivopisny Bridge.

The museum also offers group tours for adults and children around the island of skyscrapers, and on weekends, quests and master classes (included in the tour price).

The observation deck, located in the Federation Tower East, Moscow City's tallest skyscraper, also allows visitors to admire the Moscow panorama, particularly the historic center, and take stunning photos.
