Moscow-City remains the most developing and futuristic district in Moscow. Many locals have even dubbed it a "city within a city," a description that aptly describes the business center. Today, it not only concentrates the capital's main business activity but also houses luxury residential properties, and the advanced infrastructure of each tower rivals any other Moscow district. One of Moscow-City's attractions are its observation decks , accessible to anyone who wishes to admire the panorama of Moscow, as well as historical and cultural landmarks, from a bird's eye view. This review will focus on these, helping you choose the observation deck in Moscow-City that best suits your needs and desires.
PANORAMA360
Situated at a height of 327 meters on the 89th floor of the Federation Tower East at 12 Presnenskaya Embankment, the PANORAMA360 observation deck is the second highest in Moscow City and Europe. Its circular 6-meter panoramic windows offer breathtaking views of all of Moscow, allowing you to see even distant neighborhoods and their landmarks. The journey to the 89th floor is quick, thanks to the skyscraper's modern, high-speed elevators. The journey to the 360-meter height takes less than a minute.

PANORAMA360 is an indoor observation deck offering 360° views. This allows you to take perfect photos and selfies over Moscow, whether it's raining, snowing, or sunny. The observation deck offers excellent views of Moscow's historic center, offering a bird's-eye view of the Kremlin, Poklonnaya Hill, the White House, and Moscow State University.

Additionally, the Chistaya Liniya ice cream factory and museum are located on the observation deck. Here, you can not only sample unlimited quantities of fresh ice cream for free, but also follow the entire ice cream-making process and learn about the history of ice cream in the USSR.

Also here:
-
a virtual 3D set-top box, represented by 12 special markers, which, when pointed at by a smartphone, display one of the City complexes on its screen (you must first download the PANORAMA360 application);
-
An interactive guide with augmented reality – the AP PNR360 app, available for iOS and Android, can also provide a multi-language tour of Moscow and tell you about 32 attractions;
-
restaurant (located in the center of the observation deck, so the view of the city is somewhat lost from the tables, but it serves delicious European cuisine and signature variations);

Only love is higher
The observation deck, romantically named "Only Love Above," is located on the roof of the southern tower of the Oko multifunctional complex at a height of 354 meters at 1st Krasnogvardeysky Proezd, 21/2. It is the highest observation deck not only in the City but in all of Europe, and it is also open to the public.

Given Moscow-City's location practically in the very center of the capital, the OKO tower's observation deck offers excellent views of all of Moscow, not to mention the other skyscrapers located nearby. At the same time, the creators ensured that "Only Love Above" was completely safe for tourists while remaining as open as possible. Therefore, there are no glass panes to obscure the view, but a sturdy fence has been installed. This is why certain restrictions apply to visiting "Only Love Above."
So:
-
Children under 5 years of age are not allowed to visit the observation deck;
-
children aged 5–16 are admitted only if accompanied by adults (parents, teachers, other legal representatives);
-
Visiting the site with large luggage, or in beach or untidy clothing is not permitted;
-
It is strictly forbidden to bring weapons, pyrotechnics, go beyond the fences, smoke or drink alcohol.
The "Only Love Above" observation deck is a wonderful experience for both tourists and Muscovites. It's one of the best photo opportunities and offers the chance to touch the clouds. To help visitors explore any Moscow location and admire their favorite spots from a different perspective, free binoculars and a 600x telescope are available. A photofit and professional photographer will help capture the most memorable moments and preserve your memories of your visit to the observation deck. A guide will also tell you about the sights of the Russian capital.

The creators have also taken care to ensure visitors' comfort. "Only Love Above" features pleasant background music, live music concerts, a bar and gift shop, Wi-Fi, and restrooms. And if guests get cold at such a dizzying height, warm blankets are available at any time. Each visitor also receives a delicious complimentary drink and dessert.

For the most inquisitive, tours are available in three languages (Russian, English, and German). Furthermore, in winter, "Only Love Above" transforms into an ice town, home not only to a variety of ice sculptures but also to slides and labyrinths. So, selfie-lovers and photo enthusiasts will definitely find a captivating location here.

Moscow City Museum
For those who want to experience something meaningful alongside the beautiful views, the Moscow-City Museum is the best choice. It is Russia's first and only museum of skyscrapers and high-rise construction.
It is located on the 56th floor of the Empire Tower , located at 6 Presnenskaya Embankment, Building 2. At the Moscow City Museum, at a height of 215 meters, visitors will learn how high-rise construction began in the capital and see it from the highest point of the city in 1867. A moving screen will present the utopian projects of Soviet architects and the prototypes of modern skyscrapers.
The museum's windows offer an unforgettable bird's eye view of the main attractions:

- Moscow State University,
- Ostankino TV Tower,
- Ministry of Foreign Affairs,
- Sports complex "Luzhniki" and much more.

The ticket price includes a fascinating tour that tells the story of how high-rise construction began in Moscow: the historical section recounts how Moscow "grew upward," from the Ivan the Great Bell Tower to Stalin's high-rises and the Moscow City skyscrapers. A key part of the exhibition is dedicated to the history of the creation of the "city of skyscrapers": who developed the Moscow City concept, how quickly the industrial district became the center of business life in the city and the country as a whole, and how Moscow City became the leading tourist destination in the country.

The museum's highlight will be a virtual flight over the city—a VR flight. These virtual reality goggles will provide an extraordinary sensation of flight.
The first part of the flight takes you in the elevator, ascending to the Museum on the 56th floor. As you ascend to the Museum at a height of 215 meters, you'll soar above the skyscrapers of Moscow City. Once inside, you'll fly over Gorky Park, Luzhniki Stadium, and the Zhivopisny Bridge.

The museum also offers group tours for adults and children around the island of skyscrapers, and on weekends, quests and master classes (included in the tour price).
