In late December 2019, Marat Khusnullin stated that the capital's authorities did not need foreign investment in the One Tower skyscraper. The project is being implemented by Mosinzhproekt on the territory of the Moscow International Business Center (MIBC). It is slated to become the tallest residential building in Europe.
Meanwhile, back in December of last year, at an RBC conference, the developer's deputy director of external communications spoke of foreign investor interest in the project; in particular, in the fall, a French company expressed a desire to participate.
According to the Deputy Mayor of Moscow, Mosinzhproekt is fully on schedule and has been implementing the One Tower project independently from the outset. Furthermore, the project is highly profitable and has an open line of credit. Therefore, there is no need to attract foreign investment.
Mosinzhproekt announced plans to build a skyscraper on Plot 1 of the Moscow-City development back in 2015. However, implementation was delayed until spring 2018. According to the construction schedule, all work will be completed by fall 2024. The tower will house over 1,500 apartments—specifically apartments, not the typical MIBC apartments. The building will also house a business center, shops, and various cafes and restaurants. The top floor, located 400 meters above ground level, will house an observation deck. It is expected to be the highest in Moscow.
As of late 2019, One Tower is a fully enclosed pit, with all piles installed and soil excavation underway. This work is expected to be completed by mid-summer, after which the developer will begin installing the foundation slab.
According to preliminary estimates, the developer will invest approximately 30 billion rubles in the project. The result will be the tallest residential tower in Europe, reaching 405 meters. The building will have 101 above-ground floors and three underground floors. The stylobate section of the skyscraper will occupy the first 80 meters, while the remainder will be entirely dedicated to residential use.
By the way, the Mosinzhproekt office is also planned to be located in One Tower.
