In accordance with permission received from the Moscow State Construction Supervision Authority, work will soon begin on expanding the Imperia complex, which is part of Moscow-City. JSC Flayner-City will begin construction on a 59,000 square meter building. The new facility will be part of the mixed-use complex on the site occupied by Imperia.
The Mosgosstroynadzor permit states the following: "Work on the construction of Block B was approved in December 2021. Following the issuance of the document authorizing the construction of Complex A, Flayner City will immediately begin work on the new facility."
Two buildings, each at least 18 stories tall, are planned for the shared stylobate. The Krasnopresnenskaya Embankment has been designated as the site for the structures. Moscow-City has allocated plot No. 4 for them.
The design of the future complex includes many interesting features:

Block A has an original trapezoidal shape (there will be an open courtyard inside the building);

the use of aluminum decor in the decoration of the facade, realistically imitating brass;

providing communication with the newly built underground parking lot.
The project in question was the second phase of the Empire Tower, where a water park was planned. This feature was later cancelled. In 2016, the Moscow Committee for Architecture issued a permit for the construction of a mixed-use development at the Empire Tower. It was to have two buildings, each containing guest rooms, apartments, and office space (Blocks A and B, respectively).
Accessible space will be created for everyone. The press release states: "An overpass will be built across Presnenskaya Embankment. Commercial space and infrastructure will also be built here, occupying the pier. Pedestrian walkways and galleries will connect the complex to the river."
According to the Unified State Register of Legal Entities, Flayner-City controls Belgravian Investments Ltd. This organization is headed by S. Chetverikov (also the CEO of City Development). The latter company is listed as owned by UESEM. It is currently 49% owned by A. Usmanov.
