Moscow authorities have once again stepped up development in the City-2 and City-Sever districts. It has been reported that the Moscow Committee for Architecture has initiated changes to land use and development regulations for several key areas in these areas.

City-2 district
One of the key areas of attention was a 0.7-hectare site at 33 building 1, Shmitovsky Proezd. Currently, a five-story building occupied by unoccupied residents is located there. The specific parameters of the future development are currently being kept secret, but it is known that this site was previously included in the road network plan for City-2.

The City-2 development area comprises seven lots. Technical and economic indicators for two of them are already known:
- Lot 1: A land development plan (LDP) has been issued, permitting the construction of a high-rise complex with a total area of 188,386 m², of which 152,868 m² is allocated for residential development. The maximum building height is 450 meters.
- Lot 3: This site is planned for the construction of a 280,829 m² complex, including 231,822 m² of residential space. It will feature two residential towers connected by a six-story stylobate, which will house office space, retail areas, and infrastructure.
Developers are already actively working: Strana Development and Promsvyazbank have acquired land plots and launched tenders for the demolition of old buildings. Alfa-Bank is actively participating in financing the construction.

City North District
The City-Sever development is still in the preparatory phase. The updated project calls for the construction of 616,800 square meters of commercial real estate, including 150,000 square meters of hotel apartments. Capital Group is developing the project. The sites include areas in the Antonova-Ovseenko Street area, previously planned for hotel and commercial development.
Interaction between Capital Group and Promsvyazbank
The City-2 and City-Sever projects demonstrate the close collaboration between a state-owned bank and a leading developer. As a result of the deal, Capital Group transferred a number of assets to Promsvyazbank, including a plot of land at 7A Kapelsky Lane, where a 6,000-square-meter residential development is planned. In exchange, Capital Group gained control over other properties, rumored to be linked to future large-scale projects.
What's next?
While development plans are currently being finalized, new auctions for development rights are expected in the near future. Given the scale of the projects, City-2 and City-Sever could become the next ambitious symbols of modern Moscow, integrating residential, commercial, and public spaces into new high-rise complexes.
Experts are confident that these projects will provide a powerful impetus to the development of urban infrastructure and will become an important milestone in the implementation of the concept of multifunctional urban spaces.
