At the end of 2024, Sezar Group Development Company acquired plot 20 of the Moscow City business cluster from USM Holding, a subsidiary of Alisher Usmanov. The plot became part of the City-2 development, a prime location in the commercial center at 1 Krasnogorsk Avenue. A few months later, official renderings of the future complex were released.
The project envisions the construction of two supertall towers, one with 97 and one with 83 floors, totaling approximately 179,000 square meters. According to published data, the main tower will reach 393 meters, making it one of the tallest buildings in Russia and Europe. By comparison, it will be taller than the Federation Tower East Building and comparable to skyscrapers in London and Frankfurt.
Architecture and Concept
The visual design of the complex, undertaken by a leading architectural firm, emphasizes the integration of technology and expression. The exterior walls will feature glass and a lightweight metal structure, with a distinctive plastic material at the base – a construction technique that gives the building its distinctive silhouette. The concept draws inspiration from the construction of iconic international buildings, particularly in megacities such as Dubai and Singapore.
The lower floors of the complex will feature shopping arcades, restaurants, cultural spaces, and public spaces. The mid-level floors will house modern office space, while the upper floors will be designed as luxury apartments and executive offices, offering panoramic views of the capital's city center.
Infrastructure and Implementation Timeline
The project aims to create a multifunctional urban cluster. In addition to offices and residences, the complex will include:

Currently, construction site preparation work is underway, including the installation of foundation pit fencing. These phases are expected to be completed by July 2025. Analysts believe the project has high investment potential. Given Moscow's current shortage of high-quality office and residential space, demand for new tower space is likely to outstrip supply even during the construction phase. At the same time, some urban planning and infrastructure experts are concerned that this could place an additional burden on the city center's streets, road network, and transportation infrastructure. These concerns are expected to be addressed during the approval and revision of design documents.
