Infrastructure in Business center OKO II (Parking)

Description

"Moscow-City" is experiencing a severe shortage of parking spaces. But with the commissioning of a multi-level parking lot on section 16B of the Moscow International Business Center, this problem is becoming less relevant. It is the largest 16-level above-ground-underground parking lot in Europe, located in close proximity to the OKO and Federation multifunctional complexes, and has office space on the upper floors.

The modern parking lot can accommodate almost 4,000 cars, and the number of vacant spaces is actively decreasing. Today, the parking lot on site 16B has already been assigned the address 1-y Krasnogvardeysky proezd, 19.

History of construction

According to the project, plot 16B with a total area of 1.5 hectares is allocated for the construction of a mid-rise parking building and a three-star hotel with 330 rooms. The project for the creation of a public parking lot, as well as the entire multifunctional OKO complex, was created by the American architectural bureau Skidmore, Owings & Merrill LLP. The developer was also the Capital Group company.

The OKO parking lot was supposed to be commissioned first in 2016, and then in 2017. But, like most Moscow City projects, its construction was delayed. As a result, permission to commission the last 5th stage of the parking lot construction was received from the city authorities only at the end of July 2019.

At this stage, the premises on floors 12–14 were put into operation, common areas and elevators were finished, and all necessary technological equipment was installed and launched. The building successfully passed all inspections, for which the Center of Expertise specialists were involved.

The parking lot on plot 16B is being built entirely at the expense of investors from Lisario Trading Limited and OAO City. The cost of a parking space there is a record low for Moscow City. In 2017, it could be purchased for $95,000, while parking spaces in other MIBC multifunctional complexes cost $120,000 and $185,000.

Today the building is managed by a 100% subsidiary of Capital Group, Capex Management Company.

Features of the construction of the largest parking lot

The height of the above-ground part of the parking lot is 44 m. It was built using modern technologies and high-quality materials. As a result, the parking lot was assigned a functional fire hazard class of F 5.2.

The total area of the building is 146,940 sq. m., of which 77,040 sq. m. is aboveground and 69,900 sq. m. is underground.

The building and surrounding area are under 24-hour video surveillance, and there is a security service. All utilities are made of high-quality, non-flammable materials, and a reliable ventilation and air conditioning system is organized.

Moving between floors is possible by means of elevators, which are even provided for lifting to the desired floor by car. All public areas have a refined designer finish, which distinguishes the parking lot from all the others.

From the parking building, it is easy to get to the neighboring above-ground two-level parking or the OKO multifunctional complex, which makes the spaces in it highly sought after by both the owners of offices and apartments in the OKO multifunctional complex, as well as premises for various purposes in other Moscow-City facilities.

Parking MFC OKO today

The building on plot 16B has 5 underground floors and 14 above-ground floors. It is a parking lot, with offices located on the upper floors (12–14).

The total area of the parking lot will be 146,940 sq. m. They will accommodate 3,740 parking spaces. Even before the building was commissioned in 2017, 35 parking spaces were sold to private investors who owned apartments and offices in the Federation Tower multifunctional complex. The transaction volume exceeded 530 sq. m.

Today, the number of unsold spaces is melting away every day, since a comfortable, 24-hour guarded parking lot is worth its weight in gold for Moscow City. The building is easily accessible via Kutuzovsky Prospekt, the Third Transport Ring, or Krasnopresnenskaya Embankment.

The parking lot of the MFC OKO has one of the best coefficients for Moscow-City – 1 parking space per 60 sq. m.

Interesting facts and features

The 16-story parking of the OKO multifunctional complex is recognized as the highest in Europe. Its commissioning brought additional regalia to the entire OKO multifunctional complex, which already has many in its collection.

In 2007, a court case was opened after the Mirax Group corporation, owned by Sergei Polonsky, filed a lawsuit regarding the illegality of the transfer of an investment contract for the construction of a parking lot to the development company Capital Group of Vladislav Doronin. According to Mirax Group, the city authorities transferred the project to Capital Group illegally and ignored the interests of the previous co-investors, i.e. Mirax Group itself and ZAO Tekhinvest.

After reviewing the case materials, the Moscow Arbitration Court rejected Mirax Group's claims to the land. The city authorities offered the corporation to buy the parking spaces needed to meet the needs of the Federation Tower from the developer Capital Group and stop the litigation.
