Paysera

Paysera is issuing a digital Visa card linked to a separate card account in euros. This is a card product issued by a regulated electronic money institution, not an intermediary virtual card. Funds on the card are not a bank deposit and are not covered by deposit insurance. The issuer is UAB “Finansinės paslaugos ‘Contis’,” a licensed electronic money institution in Lithuania.

The main restriction for Russian users is eligibility. The digital Visa is primarily intended for customers who meet Paysera’s residency and identification requirements. The official terms and conditions specify EEA residency and documents that verify identity and residency status. Therefore, having a Russian passport without the appropriate European residency status does not guarantee access to the card.

Digital Visa fees:

  • payment system—Visa;
  • format—digital card;
  • primary card currency—EUR;
  • Validity period: 4 years;
  • Issuance fee: 0 EUR for customers in the standard service group; 10 EUR for certain residents outside the EEA, if the issuer authorizes issuance;
  • First card maintenance fee: 1 EUR per month; for certain residents outside the EEA, an additional 3 EUR per month may apply;
  • Additional fees apply to some customers outside the EEA;
  • Issuance takes about 20 minutes after a successful order;
  • Apple Pay—supported;
  • Google Pay—supported;
  • Samsung Pay — supported;
  • Online payments are processed through the Paysera Super App;
  • Full identification is required.

The digital card is issued through the Paysera Super App or online banking. Once ordered, it appears in your account and does not require delivery. To pay at brick-and-mortar stores, you must add the card to your mobile wallet.

Paysera uses a separate card account. The user transfers the desired amount to it from their main Paysera account. This approach limits risk: you can only keep the money needed for purchases on the card.

Payments in EUR at stores in the EU are typically processed without a separate fee. For transactions in other currencies, currency conversion and an additional fee apply. The fee is higher for purchases outside the EU. Therefore, the card is most cost-effective when spending in euros.

The daily purchase limit is up to 10,000 EUR. With the digital card, you can also withdraw cash from NFC-enabled ATMs after adding it to your mobile wallet, provided the specific terminal supports this feature. Separate fees apply to cash withdrawals.

Paysera is suitable for everyday purchases, subscriptions, and travel within the European payment ecosystem. The card offers bank-level authentication, a separate account, an app, and a transparent fee schedule.

However, it is incorrect to use Paysera as a simple way to “get an international card from Russia.” Eligibility to apply depends on residency status and documentation. Applying for a Paysera Visa through intermediaries outside the permitted geographic area does not waive the residency requirements.

Before registering, you need to check:

  • whether Paysera is available in your country of residence;
  • which documents are accepted;
  • whether you can complete the identity verification process;
  • the applicable issuance fee;
  • currency conversion fees;
  • tax and residency status requirements.

The issuer of the Paysera digital card is UAB “Finansinės paslaugos ‘Contis’,” licensed by the Bank of Lithuania as an electronic money institution under No. 53. This digital product cannot be automatically equated with a traditional commercial bank debit card: customer funds are treated as electronic money and protected through separate accounts, rather than through deposit insurance. For the digital Visa card, the main requirements for application are EEA residency and appropriate documentation. The additional fees listed for certain non-residents in the general table do not mean that any non-resident can open a card without verification of their country of residence and documents.

Editor’s Opinion

Paysera is one of the most transparent and regulated products in this selection. It features a licensed issuer, a straightforward EUR account, a digital Visa card, mobile wallets, and official fee schedules. When used in the Eurozone, the fees are reasonable. However, for a Russian user, the main issue isn’t the price, but eligibility. Paysera shouldn’t be marketed as a universal card that can be obtained remotely from Russia without additional justification. The product is well-suited for those who legally reside or work in an eligible European jurisdiction and can verify their status with documentation. In such cases, Paysera offers the direct terms of a regulated card program, unlike intermediary services with an unknown issuer.
