In the coming years, the area adjacent to Moscow-City will become a key point in a large-scale reconstruction of the capital's road network. As part of a unified strategy for developing transport accessibility, the Moscow government has approved a comprehensive program for street modernization, construction of a new highway, and the creation of modern interchanges.
Reconstruction of the road network in the City area
By the end of 2028, more than 10 streets in the Presnensky District are planned to undergo major renovations, including:
-
Antonov-Ovseenko street,
-
Shmitovsky passage,
-
Mnevniki,
-
sections of the Taras Shevchenko embankment,
-
and several other transport hubs providing connections with Dorogomilovo and Shelepikha.
The utility lines will be completely overhauled, the roadway will be widened, new bus stops and crossings will be installed, modern lighting and noise barriers will be installed. Some sections will be completely reconfigured, with lanes widened and public transport routes reorganized.
The work will be carried out without completely stopping traffic: sections will be closed in stages, in close coordination with the State Traffic Safety Inspectorate and Mosgortrans.
Construction of a new toll road
A separate development vector will be the implementation of the largest road project within the Moscow Ring Road—a four-lane, 22-kilometer highway that will connect Leningradskoye Shosse, the Moscow-City business center, and the National Space Center near Filevsky Park.
Project Features:
-
7 transport interchanges,
-
6 overpasses,
-
bridge across the Moscow River,
-
direct connection to the North-West and North-East Chords.
The project is being implemented under a concession agreement with the participation of a private consortium of investors. Capital investment is estimated at over 150 billion rubles (at 2024 prices). Opening to traffic is scheduled for 2028.
Currently, authorities have begun a massive expropriation of land and property along the future road's route. Geological surveys are underway along the corridor, and preparatory work has begun, including the dismantling and removal of utility lines.
Significance for the city
Street reconstruction and highway construction will significantly improve transport accessibility in the Moscow-City district, reduce travel time between northern Moscow, the center, and the southwest, and create a new logistics link between the capital's key hubs.
Experts estimate that this comprehensive modernization will be one of the most ambitious infrastructure transformations in Moscow in the last decade.
Any questions or comments?
I completely agree with the project, the more new interchanges and roads, the more alternative roads for travel, and this means fewer traffic jams.
Site administrators response:
Your remark that “the more new interchanges and roads, the more alternative routes and less congestion” certainly reflects a logical and common view of transport planning. However, urban transport is a complex system in which every change causes a chain reaction. On the one hand, the new highway, street reconstruction and roadway expansion will improve mobility, relieve key areas and create additional routes – especially important in the dynamically developing Moscow-City and City-2 areas. On the other hand, there is another side to the coin – the effect of induced demand. The expansion of the road network can stimulate some motorists to use their personal transport more often, which over time can lead to an increase in the number of cars and, as a result, to persistent or new congestion. Conclusion: the project complex for improving the road infrastructure around Moscow-City and Kamushki is a strategically sound measure capable of increasing the accessibility of the territory in the short term. However, for a sustainable effect, it is important to combine the construction of new roads with the development of public transport, bicycle infrastructure and the stimulation of multimodal travel. We will continue to monitor the progress of the work and its impact on the transport situation in the area.
