Mosgosstroynadzor has officially issued a permit for the construction of a new business complex within the Moscow-City International Business Center . The facility will be located at Shelepikhinsky Tupik, plot 17/1 , in close proximity to the previously announced iCITY business cluster and will be a logical continuation of the architectural development of the northwestern section of the City.
The project is being implemented by developer MR , which previously launched the TOP TOWER office tower . Now the complex has received the final green light and is entering the active construction phase.

Almost 300 meters in height and 156,000 m² of total area
The new tower will become one of the most distinctive silhouettes on the northern arc of Moscow City.
According to the approved project:

the height of the building will be about 300 meters ,

total area - 156 thousand m² ,

The stylobate part will include a five-level parking lot for 456 cars ,

The complex will be directly connected by an underground pedestrian passage to the neighboring towers, which is in line with the overall concept of a single underground contour of the City.
We previously reported that MR is developing TOP TOWER as the second phase of iCITY, effectively creating a new "office frontier" for the Big City . The skyscraper, approved for construction, cements this trend.

Flexible offices, next-generation engineering systems and 26 high-speed elevators
96,700 m² of office space is allocated—a flexible layout designed for large companies, technology divisions, and class A+ coworking formats.
The building will be equipped with an engineering complex that will raise the comfort standard to the premium international Grade A level:

independent climate circuits by zones;

air humidification and disinfection systems;
-
highly efficient ventilation with heat recovery;

26 high-speed elevators with remote call capability are now MR's signature solution for high-rise towers (following the launch of double-decker elevators in iCITY).
A green park on the roof of the stylobate and art space for residents
A landscaped park covering approximately 5,000 m² will be located on the sixth floor—one of the largest private green spaces in Moscow City's business centers.

amphitheater under a canopy for events;

An art fountain with a chrome sculpture is the central object of the composition.
This solution fully replicates the new MR development strategy previously used in iCITY: the creation of working-class neighborhoods with full-fledged social and public infrastructure.

The lower levels will house 2,600 m² of commercial space:

Given the growth of pedestrian traffic in the northwestern section of the City and the future completion of pedestrian connections, these areas could become points of attraction not only for the complex's residents, but for the entire neighborhood.
Architecture: spectacular facade plasticity and dynamic lighting
According to Sergei Kuznetsov, Moscow's chief architect, the building creates a fundamentally new visual solution within the City's contours.
The facades will be completed by:

on the one hand - from modular stained glass systems with a wavy line,

on the other hand, made of smooth panoramic glass,

stylobate - made of vertical lamellas with perforation.
The narrowing from base to top emphasizes the vertical dynamics of the tower, and dynamic lighting makes it part of the evening panorama of Moscow City.
Construction control and deadlines
Mosgosstroynadzor will oversee the project at all stages:

formation of a program of on-site inspections,

participation of specialists from the Center of Expertise,

instrumental quality control of materials,
-
monitoring compliance with design decisions.
The land plot is 0.9 hectares , and its development will become one of the largest construction processes in the northern part of Moscow City in the coming years.
The approval of TOP TOWER's construction confirms a trend: the northern sector of Moscow-City is becoming a new cluster of ultra-tall office centers.
Following the introduction of iCITY and the launch of MR double-decker elevators, this project strengthens the developer's role as a key player in the development of the Big City's business infrastructure.
