A new skyscraper is set to become a landmark in the Moscow City business district: the city has approved the architectural design for the 52-story Sezar Tower on 1st Krasnogvardeisky Proezd. The 248.6-meter-tall project will combine offices, a shopping arcade, cafes, underground parking, and a panoramic restaurant on the upper floors.

A new tower for the already established “City” skyline
Moscow City has long ceased to be merely a collection of skyscrapers. Today, it is a district where every new tower must not only add square footage but also harmonize with the existing city skyline. Sezar Tower, judging by the approved concept, focuses precisely on the expressiveness of its form.
The building’s facade is planned to feature a wave-like design. The glazing will resemble Japanese origami: the tower’s surface visually folds into facets, reflecting light at different angles and thereby appearing less massive. For a high-rise building nearly 250 meters tall, this is a crucial design element—the tower must look lighter than a typical glass office building.

What will be located inside Sezar Tower
The complex’s primary function is business-oriented. Sezar Group positions Sezar Tower as a prime-class office complex on Plot No. 20 in the Moscow City International Business Center. In addition to offices, the project includes internal infrastructure for employees and visitors.
The complex is planned to include:

a panoramic restaurant with a glass roof and terraces;

The upper part of the tower is particularly interesting. The panoramic restaurant could become a new landmark for “Moscow City”—not only for the building’s residents but also for visitors to the business district. In recent years, such spaces have become an important part of life in high-rise complexes: the office tower ceases to be a closed-off facility and begins to function as an urban attraction.

Why the project is important for the district
The new tower will be located in one of the busiest parts of the business center. Nearby are the “Moscow City,” “Vystavochnaya,” and “Delovoy Tsentr” stations, as well as the MCD Testovskaya platform. For drivers, access to Presnenskaya Embankment and the Third Ring Road is important.
But transportation isn’t the only factor. For “Moscow City,” the ground floors, pedestrian routes, and the quality of the urban environment between the towers are particularly important today. The project specifically calls for the improvement of the surrounding area and connections to existing pedestrian routes. If this plan is executed carefully, Sezar Tower will not only take its place in the skyline but also enhance the neighborhood’s everyday infrastructure.
Sezar Tower as part of the new phase of Moscow City’s development
Early “City” projects largely competed on height and scale. Now the focus is gradually shifting: for new developments, architectural character, ground-level convenience, public functions, and the ability to integrate into a district that already functions as a fully-fledged business cluster are key.
Sezar Tower fits well into this logic. It is not just another office tower, but a project that adds a new skyline, service infrastructure, and a potentially strong vantage point on the upper floors to the district. For Moscow City, this format is particularly important: the denser the business center becomes, the more significant not only the height of the buildings is, but also how they function for the people inside and around them.
